  7th Street Grade Separation

7th Street is the key City of Oakland public roadway accessing the Port of Oakland from the east, running below I-880 and an old railroad bridge.  The proposed 7th Street Grade Separation will elevate 7th Street above the rail lines that will connect the BNSF and Union Pacific terminals to the new expanded rail yard of the Outer Harbor Intermodal Terminal (OHIT).  The project will also improve traffic operations, expand roadway capacity, and enhance pedestrian and bicyclist safety through the reconstruction of 7th Street along a new alignment between I-880 and Maritime Street.

Although further in-depth design work is needed, conceptual plans created by Prologis/CCIG Oakland Global propose completing the project in two phases over the next six years.  The first phase involves the elevation of the southern end of Maritime Street to allow unfettered access from the Marine Terminals to the new OHIT rail yard.  The second phase will elevate and realign 7th Street from I-880 to Maritime Street, connecting the rail yards and separating the Port-bound trucks from pedestrians headed to Middle Harbor Shoreline Park.  Phasing the project in such a manner will allow the Port of Oakland to continue to operate as unimpeded as possible. 

Understanding the importance of the 7th Street Grade Separation to goods movement throughout Northern California, the State of California has pledged $110.25 million towards the project via Proposition 1B's Trade Corridors Improvement Fund (TCIF).  It is proposed that the remaining $110.25 million necessary come from the Surface Transportation Board's 2010 re-authorization.
